El 23 de mayo de 2005, el Gobierno de New South Wales abrió un concurso internacional de urbanismo para el reordenamiento de East Darling Harbour. Los proyectos tendrán que tomar en cuenta el entorno portuario y formular proposiciones para un uso mixto de las zonas costeras incorporando viviendas, actividades de esparcimiento e actividades económicas. El cierre de las inscripciones para la primera fase del concurso se realizará el 29 de junio de 2005.

The 22-hectare site sits on Sydney Harbour at the western foreshore of the city's business district. Its change of use now presents a unique opportunity to create a new western edge to the city as well as stunning new foreshore parkland for the community. A mix of recreational and working uses will ensure that this exceptional site will provide a new and significant open space area on the forshore for all to enjoy, drive the economic and cultural growth for Sydney's future and provide a showpiece of excellence in waterfront urban renewal.
To advance this, the New South Wales Government, which is responsible for the site, has launched this urban design competition to source ideas and concepts that will underpin the transformation of East Darling Harbour.

The Competition has two-stages – Stage One is open and anonymous. Stage Two is by invitation to entrants selected from Stage One. Stage One requires conceptual designs that meet the requirements and objectives of this brief. Up to five (5) Finalists selected from Stage One may be invited to participate in Stage Two following an assessment of their capability. After the Stage 1 Jury assessment a public exhibition will be held for two weeks at a venue to be advised. Public comment on the exhibition will be invited and provided to the Competition Jury, for consideration in Stage 2 of the competition.
Finalists invited to participate in Stage Two of the Competition will be asked to develop their Stage One entries and respond to a more detailed brief responding to Competition Jury and public comments on their submission.
