Barcelone : concession pour un terminal à conteneurs

Le groupe TerCat sera dorénavant opérateur et gestionnaire du terminal à conteneurs de Prat Wharf. La concession porte sur une durée de 30 ans pour ce site de 93ha avec une capacité annuelle de 2,5 millions de conteneurs (TEU).The winning bidders must set up a new company the sole aim of which will be to manage and run the Prat terminal. TerCat (Mestre Group) will hold a 30% stake and Hutchison Ports Holding (HPH) the remaining 70%. One of the conditions of the call for tenders was for this company to have a minimum capital of 50 million EUR.
The Mestre Group has more than 50 years' experience in the port sector as well as local knowledge through its 100% stake in the TerCat multipurpose terminal at the Port de Barcelona.
HPH is the world leader in container terminal management, with 51.8 million TEUs handled in 2005, and brings its international experience and knowledge of the sector.
On 21 December 2005 Barcelona Port Authority met to decide to launch a call for tenders to award the concession for the Prat Wharf Container Terminal. The concession was to be awarded through an open public call for tenders.
On 21 April 2006 the bids were opened in a public session, with the presentation of the three bids mentioned above.
After analysing whether the bids met the basic requirements in the technical specifications, the technical working party was established on 16 May of this year.
In the assessment of the bids tendered, 70% was given to the technical and operational proposal (which analyses the company project, with the strategic commitment and traffic forecasts; the operating proposal and the technical proposal.) The remaining 30% corresponds to the financial bid, which also assessed the issue of renouncing current concessions in the Port of Barcelona.
Strategic approach
The winning bid shows a clear strategy to work in the Port of Barcelona while not coming into conflict with the HPH's future presence in other areas of the Mediterranean (Egypt and probably also Turkey).
HPH's worldwide network of terminals offers sound support to a strategy in the foreland, with operative and commercial support all around the world.
The winning bid also provides an in-depth study of traffic and offers new concepts and practices for conducting the Port of Barcelona's commercial activity.
Whilst not losing sight of the importance of road transport, TerCat's bid outlines a solid rail strategy guaranteeing the contribution of 35,000 TEU of rail traffic over 3 years, as well as its participation and development of new terminals in the hinterland.
Another of TerCat's main undertakings is the minimum financial economic contribution of 6 million EUR over 5 years and 450,000 EUR per year during the lifetime of the concession for promoting and developing the concession, the Port and associated business.
