Proposals have multiplied over the last 20 years for the future of the city-port district of Rio (317.7 hectares), including the separate programmes of the Federal Government (in 1993) and of the Municipality (1992 Masterplan). In their 2001 masterplan, the Federal government then took the leadership through the Pereira Passos Institute (Urban Planning Department) in charge of the action programmes and the piloting of the operation. Specific work groups, comprised of the stakeholders concerned, have also been constituted for specific projects such as Samba City. Today various operations are under way or planned. The creation of a specific organisation comprised of the Federal government and the Municipality is currently being studied : this would have the task of defining the priorities of intervention and implementation of projects on the basis of public private partnerships.
