In their 2001 masterplan, the Federal government then took the leadership through the Pereira Passos Institute (Urban Planning Department) in charge of the action programmes and the piloting of the operation. Specific work groups, comprised of the stakeholders concerned, have also been constituted for specific projects such as Samba City. Today various operations are under way or planned.
