On 2nd July 2007, Jacques Pfister, President of the Chamber of Commerce and Industry Marseille-Provence (CCIMP), presented Jean-Clauide Gaudin, Senator-Mayor of Marseille, with his report "For a reform of the big French Ports". According to this work, three main causes are at the origin of the present weaknesses of the port system : the management of competitive activities by the public instances of the ports; the lack of encouragement for private investment; the State governance of the ports and the tiny place offered to territorial governments in the definition of the strategic orientations of the Autonomous Ports.

Pour y remédier, la CCIMP propose un nouveau modèle économique autour de quatre principes :

- Clarifier les rôles, les missions, les droits et les devoirs de l’Etat, de l’autorité gestionnaire du port et des opérateurs de terminaux – "externaliser" les activités concurrentielles,
- Redéfinir la gouvernance des autorités gestionnaire de port ; donner une plus grande place aux collectivités territoriales,
- Afficher la nécessité du co-développement public-privé des ports français,
- Préserver la dimension sociale et la négociation.
