The total quality approach aiming at the optimisation of the whole logistics chain – that which is needed, when it is needed and at the least cost – supposes a voluntarist approach by all the stakeholders in the community. It has been implemented on the scale of the whole port community of Marseille-Fos. According the author, this ambitious methodology and approach could be applied to the Mediterranean inter-modal community. This supposes that a trans-Mediterranean body of governance be created.
