One billion euros is the sum that the city of Amsterdam has announced that they will invest between 2003 and 2008 for new buildings and notably for housing. iI this city organised around its canals and dock basins, the water has become a reserve of real estate and the element of an often copied contemporary architecture "The Whales" constructed in the middle of the Nineties is an example of this.
