This mission was conducted in the double context of the ongoing dispute regarding the status of the insufficient protection of the Special Protection Zone (SPZ) and the compensatory measures in the Port Autonome du Havre's project called "Port 2000".Having presented the definition and the challenges of the estuary (natural and functional environments, stakeholders carriers, industrials, shellfish pickers, farmers, tourists-, the institutions in charge, National and European stakes), the report sets out the dispute (special character of the natural reserve, project for the area of activity, economic dynamics). It then covers the compensatory measures to attenuate, and the environmental measures taken for, the protection of bird-life (resting areas, and nesting zones, ecological foreshore, limitation of traffic on the estuary roads, measures to attenuate the effects of the civil engineering work, development of mud-flats
). Finally it gives the condition of the efficiency of these measures in consolidating the environmental situation.
