Montreal, the creation of a port district

The port of Montreal is the top inland port in the world. Its strategic position enables it to provide the shortest sea route between North Europe and the Mediterranean on the one side, and the markets of the centre of Canada, of the American states of New England and the American Midwest on the other side. Between 2001 and 2007, it recorded a growth of 5.1% mainly thanks to the boom in containers which progressed by 43% over the same period. The strategic plan "Vision 2020" tabled on an annual growth of 7%, thus bringing it towards 47 million tonnes and 3.6 million TEUs by 2020. This strategic plan will suffer some adjustments but should not be fundamentally put into question.

On the 48 hectares of the Old Port of Montreal, a real park between city and water, a "window on the river" has been created ; a window which is now one of the most popular tourist destinations in Canada. But beyond this, all the challenges of a successful city port integration are included in the programme "Montreal Harbourfront, Vision 2025": this time it is some 10 km², nearly half of which are occupied by industrial and port activities, 31 km of riverbank, a large part of which is inaccessible, and a population of 25 000 inhabitants which are concerned, a complex territory where numerous activities and numerous stakeholders are present.

African ports: competition and integration

All over the African continent, over the last few months, announcements of port projects have been multiplying and the big international operators are engaged in an ever fiercer competition. In Africa as elsewhere, or perhaps more than elsewhere, the challenge at term is to be positioned as THE gateway not only to the national territory but to the huge hinterland serving several countries. This frenzied and relentless competition leaves mixed feelings, between optimism and incertitudes about the future.
The improvement of infrastructures, of Customs procedures and working methods are certainly starting to bear fruit. But over and above this, a strategy of cooperation and strengthened regional economic integration appears essential for the development of all of Africa. UNCTAD have recently once again pointed out all the stakes. The plan for the development of North-South and East-West transport corridors recently adopted by the African Union can also be one of the instruments. The port cities would then have a completely different place in this concerted development of the African territory.

This dossier comprises 10 documents.
