The speech reports on performances of TOs since the 1994’s Port Reform Bill: from then, good results are achieved in cargo-handled volumes and efficient market services through heavy private investment and competitive operations.
The 2008-onwards crisis hit the sector in parallel with the national whole economy. The main uncertainness is related to the undefined structural change of the global/European economy, with unpredictable forecasts.
The sector reacted with some positive (or less negative) results than the national economy, poorly helped by public administrations actions, and substantially penalised by new extra costs and bureaucracy.
Finally, the conclusions are focussed to the needs that the TOs category deems necessary to continue to operate and invest in a port, in a country: understand, real actions, reciprocal commitment.
