The Municipality of Guayaquil is the administrative and operational body for the city within the urban perimeter, with an area of land known as Cantón which includes populations divided into rural and urban parishes. It is responsible for the overall development of all basic services, also covering the areas of land organisation, land use, social and cultural development, environment management etc. It also manages the Guayaquil International Airport and is responsible, together with other institutions, for the upkeep and maintenance of rivers, streams and navigational areas. The Port Authority of Guayaquil runs the Port. New ports, such as the Deepwater Port en Posorja parish, are the responsibility of the Municipality of Guayaquil.
