Contractualiser entre la ville et le port les projets urbains a l’interface avec le port

When the port and the city have different projects, a consultation body or forum may not be enough to address the issue. To ensure success for the area, creating a joint structure can help the harmonious and sustainable development. This solution will provide guarantees and help the city and port work together better, creating framework agreements regarding the projects. On the eThekwini Metropolitan Municipality, the port authority, and the city came together to develop an integrated plan.

Case study

In 2003, the port of Durban and the eThekwini Metropolitan Municipality recognised the need for a common approach to planning. They signed a Memorandum of Understanding, which led to the joint “Transnet eThekwini Municipality Planning Initiative” (TEMPI) in 2006. The initiative aimed to combine the objectives of the Master Plan for the port of Durban, developed by Transnet, the state body responsible for South Africa’s ports, with the Durban municipality’s development plans. The TEMPI program aims to create a decision-making framework based on a shared vision and mutual understanding of future development needs for the port and the city.

The TEMPI programme has helped to foster stronger relations. While there are still areas of disagreement, the parties better understand the overall context, enabling them to work towards a mutually acceptable settlement. The programme has matured with time, and one of its projects, the Durban-Gauteng Freight Corridor, was recognised as one of the Strategic Integrated Projects (SIPs) of the South African government’s national infrastructure plan in 2013. The project is still active on the 5-year Integrated Development Plan of eThekwini for 2027/28.
