The port of Ceuta is one of the most important ports in the Mediterranean; it is a leading port for cargo movement, bunkering, bulk liquids, passengers and vehicles from Spain. Ceuta enjoys a privileged location on the Straits of Gibraltar. It offers tax benefits, and the port has well consolidated experience in passenger and cargo traffic, as well as bunkering. The port makes a significant contribution to the local economy; it is also a good complement to the tourist industry as it is completely integrated with the city. The 2020 Business Plan, approved by the State Ports Board, includes a line of action entitled: “Port-City interactions” for the period 2020 to 2023.

Among the various initiatives aimed at strengthening the Port–City relationship is the project developed by the Ceuta Port Authority in collaboration with Museo Abierto, which focuses on environmental awareness and actively involves the entire port community. This programme is structured around two main pillars: on the one hand, on-site activities and environmental outreach and information actions addressing the habitats and species present in port waters and their surroundings; on the other hand, the development of educational initiatives supported by new technologies, providing access to content aligned with the project’s objectives.

More recently, in 2026, the foundation stone of the Odissea incubator was laid at the Muelle de España. This high-technology incubator aims to foster the creation of start-ups and innovative companies in the fields of tourism, sustainability and the blue economy. The project seeks to attract new digital enterprises and to consolidate an innovative ecosystem that strengthens Ceuta’s competitiveness as a destination.

Furthermore, in 2020, a Collaboration Protocol was signed between the Tourism Services of the Autonomous City of Ceuta and the Ceuta Port Authority, with the aim of improving the reception of cruise passengers. This agreement seeks to ensure high-quality services for cruise visitors through an information and welcome service located directly at the port, including the installation of a welcome point at the berth, equipped with the necessary resources to facilitate both their arrival and their stay in the city, thereby enhancing Ceuta’s image as a tourist destination.
