Besides engaging with the citizens, local companies are also a relevant group of actors for port-city governance, including those responsible for “urban” activities. The Port of Ceuta has organized meetings with organizations representing the local businesses such as the Confederation of Companies of Ceuta and the Chamber of Commerce, and the city to establish a dialogue. The different actors agreed on several governance measures concerning the concessions and changes of the land use, towards a new port-city interaction in the area of Cañonero Dato, on the port-city interface. In this case, the port authority must also establish a dialogue with the central government defending the agreement with local actors. The port and the city are collaborating to establish a new collaboration agreement that will facilitate the transition of uses in several port areas. The new agreement should also take into consideration the remarks from local companies that see the port as a development pole for new activities and services.
